Comprehensive Plan

Every three years, the district creates a Comprehensive Plan as required by the Pennsylvania Department of Education.
This plan helps ensure:

• High-quality instruction for all students
• Grade-level learning and mastery
• Preparation for college, careers, and life

The plan also aligns with the district’s:

• Strategic Plan (2024–2027)
• Equity Action Plan (2025–2028)
• Teaching and Learning Framework

The plan was created using data and feedback from across the district.
Data sources included:

• Future Ready PA Index
• Local reading and math assessments
• Student growth and group performance data
• District reports and surveys
• Equity Audit and Strategic Plan

Input was gathered from:

• Students
• Families
• Teachers and staff
• Administrators
• School Board members

This information helped identify patterns and areas for improvement, especially during key grade-level transitions.

Strengths:

• Strong growth in reading and math
• High levels of student safety, belonging, and engagement
• Effective support programs for students

Areas to Improve:

• Inconsistent expectations across grades and schools
• Gaps in students reaching full grade-level mastery
• Ongoing achievement gaps for some student groups
• These findings point to opportunities to improve alignment across the district—not problems with specific schools or programs.

Two grades help show how well learning is connected across years:

• Grade 3 (Reading): Transition from learning to read → reading to learn
• Grade 7 (Math): Transition to more advanced and abstract math

These points help us understand how well skills are built over time.

  • Strengthen support and expectations in:
    • Grade 3
