Annual Public Notice

Special Education & Gifted Services

Below is a summary of the state required annual notice for special education services, including 504 Agreements and Gifted Services. 

Child Find

The district is required to identify students who may be eligible for:

  • Special Education (Chapter 14)
  • Section 504 Services (Chapter 15)
  • Gifted Education (Chapter 16)

Children ages 3 through 21 may qualify for services.
If your child may need support, please contact your child’s school.

Early Intervention (Ages 3–5)

Young children may qualify if they have developmental delays in areas such as:

  • Learning (cognitive)
  • Communication (speech/language)
  • Physical development
  • Social and emotional skills
  • Self-help skills

Requesting an Evaluation

Parents can request an evaluation by:

  • Contacting their child’s school
  • Submitting a written request to your child's building principal

For preschool children, contact the Intermediate Unit.

Parent Consent

  • Schools must have written permission before starting an evaluation
  • Services cannot begin without parent approval
  • Parents can request an independent evaluation if they disagree

Program Development

If a student qualifies:

  • A team (including parents) creates an Individualized Education Program (IEP)
  • The team decides services and placement
  • Parents must approve the initial  EP before services begin
  • Parents may withdraw consent at any time

Confidentiality

Student records are kept private and secure.

  • Information is shared only when allowed by law (FERPA)
  • Parent permission is required in most cases
  • The district protects information at all stages

PSSA / PASA & Keystone Retention

Testing materials are kept and then destroyed based on state rules:

  • PSSA / PASA & Keystone Test booklets: destroyed after 1 year
  • PSSA / PASA & Keystone Answer sheets and recordings: destroyed after 3 years
