| 1.Purpose |
The Board recognizes the dangers and illegality of alcohol,
drugs, and mood-altering substances by students. The school district
will work to educate students to the dangers of drug use, to prevent
drug use among students, and to intervene when drug use or substance
abuse is suspected or proven. Curriculum and instruction, administrative
and faculty effort, student assistance teams, parental involvement,
and cooperation with community rehabilitative resources will all
be utilized in this effort.

In compliance with federal and state laws concerning alcohol
and controlled substances, the Board declares that the use, consumption,
distribution, sale, offering for sale, possession of, holding,
manufacture, or being under the influence of anabolic steroids,
alcohol, controlled substances or other drugs in any form without
proper medical prescription is prohibited on school property and
at all school related activities. The possession, distribution
and/or sale of drug paraphernalia, such as roach clips, pipes,
and bowls, but not limited to these, are also prohibited. These
prohibitions extend to visitors and guests on school property
and at school related activities.
For the purposes of this policy, "being under the influence
of alcohol or a controlled substance" means (a) noticeable
impairment of ability to ambulate, converse (e.g. slurred speech),
comprehend or perform motor tasks as a result of consumption of
alcohol and/or (b) having a detectible amount of a controlled
substance (including alcohol) in the person's system as detected
by breathalyzer or other similar non-invasive testing.

The use of anabolic steroids without a valid medical purpose
by any student is prohibited. Bodybuilding, muscle enhancement,
increasing muscle bulk or strength, and enhancement of athletic
ability are not valid medical purposes. Any prescription for anabolic
steroid shall state the purpose for which the drug is prescribed.
School administrative personnel shall have the authority to conduct
searches in accordance with state regulations and law.
