222. Smoking and Tobacco

1.Purpose

The Springfield Township Board of School Directors recognizes that smoking presents a health and safety hazard which can have serious consequences both for the smoker and the non-smoker. It is the intent of the Board of School Directors to provide a safe and healthful environment for all students and employees of the School District and to comply with state law, the School Code and other applicable statutes.

For the purpose of this policy, smoking includes possession of a lighted cigarette, cigar, pipe or other lighted smoking equipment. Tobacco use includes use and possession of a lighted or unlighted cigarette, cigar and pipe; other lighted smoking product; and smokeless tobacco in any form.

The Board establishes this policy which is intended to discourage students from beginning to smoke, to encourage students to stop smoking, and to require School District employees to set a positive example. Therefore, the Board directs that:

  • " all district buildings and all spaces within them are designated as smoke-free environments at all times;

  • " students, staff members and visitors are prohibited from smoking at any time within District buildings or on school property;
  • " students are not permitted to smoke, possess or use tobacco at any time on School District property. This prohibition extends to all school sponsored functions which are held off campus;
  • " the prohibition on smoking extends to all district vehicles;
  • " no smoking is permitted on school district grounds.
4.Delegation
of Responsibility

It shall be the responsibility of the building administrator(s), the department supervisors and all staff members to monitor and ensure compliance with this policy.

5.Guidelines

Students who violate this policy shall be subject to the penalties that are enumerated in the Administrative Rule.

The School District shall post appropriate signs in prominent locations throughout all district owned buildings and on district property. Students shall be notified of the policy yearly through school announcements, the student handbook, and the Student Code of Conduct.
