218.2. Videotaping on School Buses

1.Authority

Video cameras may be placed in any District school bus, as authorized by the Director of Transportation.

2.Guidelines





All students shall be notified that they are subject to being videotaped on the school bus at any time. Notification of this practice to parents of all students shall be made through each school. The actual taping shall be audio and video.

The ideal method of videotaping shall be by scheduling the cameras on the school bus on a rotating basis so as not to select only certain buses. Based on the number of incidences of misconduct or the seriousness of these reports, video monitoring of a bus route may be done more extensively.

3.Delegation of Responsibility



Where appropriate under the circumstances, the Superintendent of Schools, the Business Manager, or the Director of Transportation may decide if more extensive monitoring is needed. Such additional monitoring is intended to augment the written disciplinary reports by the bus driver, not take the place of such reports.

After videotaping has been conducted, the tapes are to be stored in a secure location at the Transportation Office for a period of 10 days. If no incidents are reported in ten days, the tapes will be recycled. If an incident is reported, the videotape of the incident is to be kept in a secure location until final resolution, after which it is to be recycled. If there is reasonable suspicion that behavior contrary to district policy may be occurring and not being reported, the Director of Transportation may review tapes for compliance during the ten day period. Tapes must not be libraried for any reason.

A request for viewing a videotape can only be made by drivers, school administrators, and parent(s)/ guardian(s). The requesting parties must have valid reason to make that request. A request can only be made with the intent to observe a given problem or situation and in an effort to work towards a resolution of that problem or incident. Requests by parent(s)/guardian(s) shall be made in writing to the Director of Transportation.

A log will be kept to document any viewing of tapes. The log will record who viewed the tape, the date and the reason for the request.
