School district students may participate in travel and exchange programs under the following conditions:

1. Only recognized, reputable agencies shall be used to develop and participate in exchange programs.
2. The school staff shall take all reasonable and prudent steps to safeguard the physical and educational welfare of participating students.
3. Each student participant shall be given guidance in setting up educationally sound variations in his/her program to enable him/her to participate and shall be counseled as to his/her obligations in fulfilling them.
4. Restrictions may be placed upon a student's participation, when, in the principal's judgment, his/her welfare requires it.
5. Student participation in all cases shall be on a voluntary basis.

Teachers may participate in travel and exchange programs under the following conditions:

1. Only recognized, reputable agencies shall be used to develop and participate in travel and exchange programs.
2. Each teacher participant must show that his/her participation in a travel or exchange program will be of significant educational benefit to the school district, and that the trip will have a specific and identifiable relationship to the Board approved educational program.
3. Restrictions may be placed upon a teacher's participation when, in the Assistant Superintendent's judgment, such restrictions are necessary.
4. Teacher participation in all cases shall be on a voluntary basis.
