009-AR. Formulation of Policy

Policy Development Procedure

The normal steps in policy development are as follows:

  1. Proposals for new policies or amendments to existing policies shall be submitted to the Secretary to the Board in the form of a written memorandum which includes the following:
    1. Nature of the proposal.
    2. Facts bearing on the proposal.
    3. Alternatives and rationales for the proposal.
    4. The proposal.
    5. Contrary opinions (if the proposal is submitted by more than one person).
  2. The Policy Commitee shall review all proposals and determine their priority for policy development, in consultation with the Superintendent.
  3. Policy statements shall be drafted by the Superintendent and/or the Policy Commitee.
  4. Policy statements shall be reviewed by the principals and supervisors
  5. Policy statements shall be reviewed by the Superintendent and the Assistant Superintendent.
  6. Policy statements shall be revised by the Policy Commitee.
  7. Policy statements shall be presented to the Board at a public meeting by the Policy Commitee for a first reading.
  8. Policy statements shall be placed in the township library for public review.
  9. After the first reading, policy statements shall be presented to the Board for disposition, in accordance with the by-laws of the Board.

Role of Managerial Team

  1. Members of the Managerial Team will review all Board policies that recieve first reading.
  2. Suggestions, concerns or questions relating to these policies should be submitted in writing to the Superintendent.
  3. All administrative rules will be shared with the Managerial Team before they become part of the Policy Manual.
  4. When practical, Board policies that have recieved first reading will appear on the agenda of the administrative group before Board policies recieve a second reading.
  5. The above procedure does not apply to those Board policies developed under emergency conditions.
