The authority to establish, equip, furnish, operate
and maintain the public schools of the School District of Springfield
Township is vested in the Board of School Directors, which is
a body corporate and which is constituted and governed by Title
24, the “Public School Code of 1949”, of the Pennsylvania
statutes and Article III of the Constitution.

The Board shall establish such schools as are
required for the education of every person residing in the School
District of Springfield Township between the ages of six (6) and
twenty-one (21) years, or who qualify for school attendance under
State regulations. Students may attend such schools until the
age of twenty-one (21), or graduation from high school, whichever
comes first. The Board shall equip, furnish, operate, and maintain
such schools; shall adopt and enforce rules and regulations for
the management of school affairs and the conduct and deportment
of employees and students; and shall levy and collect such taxes
as may be necessary, in addition to the annual State appropriation,
for the exercise of aforesaid powers.
The Board, in accordance with its statutory mandate, shall prepare
bylaws for its own operation and policies for the guidance of
the Chief School Administrator in operation of the school district.
Such bylaws and policies all be consistent with law, have a rational
and substantial relationship to a legitimate purpose of the Board,
and be directed towards the maintenance and support of a thorough
and efficient system of public education in this district.
The Board shall act as the general agent of the people of this
district in the matter of public education. It shall establish
educational goals for the children of this district and govern
a program of education designed to meet those goals. The Board
shall be responsible for enforcing mandatory laws. The Board shall
be the agent responsible for establishing, maintaining and appraising
the public education activities of this school district in accordance
with law.
The powers of the Board are not vested in the individual school
director. No such individual is authorized to act on behalf of
the Board to carry out any of the Board’s statutorily authorized
powers, except for those acts stated in law.
Board members, individually and collectively, act as representatives
of the residents of the school district in maintaining and promoting
schools. Through various means for listening, discussing and weighing

parents and other residents, the Board seeks to move forward decisions
and actions which will best serve the educational needs of pupils
in the light of available resources and the often conflicting
needs and demands of all interested individuals and groups.
The only mechanism for official action by Board members is duly
called and legally conducted meeting as prescribed by law and
the bylaws. The primary purposes of Board meetings are:
- Assurance of adequate opportunities for discussion and deliberation
among all interested parties to enable the Board to arrive at
sound decisions.
- Decision-making, primarily in the light of Board adopted policies,
with responsibility for administrative regulations and action
delegated to the Superintendent and his/her staff.
- Review of results through monitoring of process and product
reports to enable the Board to exercise its leadership role
effectively in guiding the school system.
